Not only is Twin Towers Correctional Facility or Twin Towers Jail one of the largest correctional facilities in the country, it is also considered as the biggest mental health facility in the entire US.
The 1.5 million-square-foot building was designed by Helmuth Obata Kassabaum. It opened in 1997, but remained unoccupied for more than one year because of operating budget insufficiency.
Twin Towers Correctional Facility derived its name from the two towers that are connected by the Inmate Reception Center (IRC).
In an effort to bring about total behavioral reform of the prisoners, the complex was created based on Jeremy Bentham’s Panopticon design.
A panopticon-designed facility allows the jailers to constantly watch the inmates from the watchtower located in the middle.
Although the complex can accommodate more than 4,000 inmates, the Board of State and Community Corrections’ (BSCC) rated capacity for Twin Towers Jail is approximately 2,400.
It has three security levels located in different floors: low, medium, and high. Among the three, the medium-level security area is the most populated.
There are several housing types inside the complex that caters to specific demographics. For example, there is a specific housing unit for general population on psychotropic meds.
The mentally ill, on the other hand, are segregated from the previous population. They are placed in a separate housing unit instead known as the High Observation Housing.
Americans with Disabilities (ADA) have their own housing, as well as the LGBT inmates.
There is a medical services building and the Los Angeles County Medical Center Jail Ward inside the complex, too.
How will I know if my loved one is eligible for bail?
If your loved one has been transferred here from a city jail, he or she will be informed of the bail amount from that specific jail.
In turn, the defendant will inform the family member if he or she is eligible for bail during the booking process.
Bear in mind that the booking process at Twin Towers Correctional Facility will take much longer than the booking process in city jails.
During booking, the defendant will be allowed to make a phone call to his loved one, an attorney, or a bail bondsman.
The bail amount will depend on the offense that the defendant is being charged with.
Even if there’s a bail schedule that jails follow, the judge may still increase or decrease the bail amount during the bail hearing. This will be based on several factors.
One significant factor is if there is a strong inclination that the defendant will flee once released from Twin Towers Correctional Facility. In this case, the defendant’s bail amount will be higher.
